С февраля по октябрь этого года в 21 субъекте страны прошло мониторинговое исследование по оценке уровня информационно-коммуникационной (ИК) компетентности выпускников основной школы (учащихся 9-х классов). Под ИК-компетентностью понималась способность использовать учащимися  цифровые технологии для доступа к информации, ее поиска, интегрирования, оценки, а также создания и передачи, с соблюдением этических и правовых норм, в объеме, достаточном для того, чтобы успешно учиться, жить и трудиться в условиях современного цифрового общества.

Can we move up the exams into the online form? This topic has become one of the most discussed since the beginning of quarantine. Heading for the experience of foreign countries, one of the ways to switch to this form of assessment is to “increase rates” gradually: from less significant assessments to more meaningful, so that students and teachers get used to it.

As an experiment, assessing of information and communication literacy, which is not an assessment of “high stakes” and is not used to assess schools and teachers, continues online.

Considering the current situation with the COVID-19 pandemic, we can say that the need for information and communication literacy has never been more relevant. All over the world, 1.6 billion students study at home or not study at all — this is about 85% of the school population worldwide.

In Russia, due to pandemic and conversion to e-learning, a number of regions and schools did not manage to take part in the monitoring.

To date, 12399 students in 11 regions of the Russian Federation have been assessed.

Abstracts of the tool developers for participation in the ITC2020 international conference “Lessons learned from 5 years of development of a performance-based IC Literacy assessment” were accepted. The report will be devoted to the specifics of developing scenario-type tasks used in the ICL Test tool.

As part of international cooperation with the Finnish education evaluation centre cognitive laboratories have been conducted in Finnish schools  to test the quality of localization of a tool by a team led by Professor Risto Hotulainen.

The second phase of the project started In January 2020. As a part of this phase, a series of launching webinars on training specialists of educational organizations involved in assessment of information and communication literacy of 9 grades students will be held in February. 

The assesment which will be attended by more than 30,000 9 grades students will be held in March-April 2020.

The monitoring results will help answer the following questions:

The first phase of "Assessment of information and communication literacy at middle-school graduates" project is over. 

At this phase we worked out the webinar program, chose subjects of the Russian Federation which would take part in monitoring, conducted a two-step stratified sample of 9th grade students and formed tools including ICL Test.

In order to prepare representatives of educational organizations for making ICL assessment of students in 8th, 10th grades of Yamal-Nenets schools , a launching webinar was held on October 11.During the webinar, the following issues were considered:

The creators of the ICL Test tool have patented their developments. As a result of examination of the application for an invention, it was established that the claimed invention relates to objects of patent rights and meets the conditions of patentability. In wiew of the aforesaid it was decided to grant a patent.

On December 5, the report “International and Russian tools for assessing information and communication literacy and the factors affecting its formation” was presented at Seminar "Current Research and Development in Education" in Institute of Education of HSE University.

On April, 26-27th, 2016, Eurasian Educational Dialogue International Forum was held. The Forum was devoted to issues of education quality management based on the assessment of educational results in the context of international experience and international practices.

205 people got the NTF sertificates for "Winter school-2016". 

On 10-26 February, 2016, the developers of ICL Test tool from National Trainong Foundation with the support of the World Bank held "Winter school-2016"

Classes were held in the form of short-term (1.5 hours) webinars with subsequent individual work, where the students familiarized with the theoretical material and solved practical tasks.

In April – May 2014, using the ICL Test tool, the National Training Foundation conducted an assessment on the information and communication literacy of 8th and 9th grade students at the Education Center № 548 "Tsaritsyno"

The 4th Global Conference Russia Education Aid for Development (READ) was held on May 12-16 in St. Petersburg.

This Russian assistance educational developing program was conformed in 2008 within the framework of cooperation between the Russian government and the World Bank (READ, Russia Education Aid for Development) with the aim of helping developing countries.

On March 11, 2014, the stage of operational assessment of the IC literacy of the ninth graders of the Republic of Armenia started.

In May – October 2013, the National Institute of Education of the Republic of Belarus, together with the National Training Foundation of the Russian Federation, conducted an assessment of the information and communication literacy of students in the 9th grade of the Republic of Belarus using the ICL Test tool.

On December 5, 2013, the 5th interregional scientific-practical conference "Development of a regional system for assessing the quality of education in new conditions" was held in Barnaul.

On November 28-29, 2013, in Moscow, on the basis of the Russian Training Center of the Institute for Education Management of the Russian Academy of Education and with the support of the World Bank, a seminar "Assessment of the information and communication literacy of primary school graduates: tools, the assessment organization and use of results" was held.

November 18-19, 2013 the international conference EAOKO "Monitoring school education - prospects for intercountry cooperation" was held in Minsk. The conference was organized by EAOKO together with the National Institute of Education of the Ministry of Education of the Republic of Belarus.

About 80 education system specialists from Armenia, Belarus, Kazakhstan, Russia, Tajikistan, and the Czech Republic took part in this event.

In October 2013, a pilot on-line assessment of students from 25 urban and rural schools located in 15 settlements of the Gomel region and in all 9 districts of Minsk was held as part of the grant under the Small Grants Programme.

On October 30, 2013, an all-Russian seminar on the formation of a Russian system for assessing the quality of education, where a draft concept of an all-Russian system for assessing the quality of general education was discussed, was held in Saratov.

The seminar brought together representatives of about 60 regions of Russia, heads of federal organizations and federal experts.
