В рамках подведения итогов реализации совместной Программы Всемирного банка и Министерства финансов Российской Федерации по повышению качества базового образования (Russia Education Aid for Development, Программа READ) 26-27 мая в Ереване (Армения) прошел Международный семинар по вопросам оценки информационно-коммуникационной компетентности старших школьников. На мероприятии с участием экспертов, в том числе из России, Армении, Белоруссии, Казахстана и Великобритании, шла речь о готовности подростков использовать цифровые коммуникационные технологии для обучения и решения жизненных задач.

The results of Information and Communication Literacy Test (ICL Test) will enable Armenian educators to develop and improve the national education policy and  also create equal conditions for all, World Bank Armenia Country Manager Laura Bailey said today at the opening of an international workshop on assessment of ICT competence of school graduates in Yerevan.

The study on IC Literacy assessment of 9th grade Armenian students was conducted jointly by National Training Foundation and the Centre for Testing and Assessment of the Armenia Republic over the 2011 to 2014 period. It was carried out to assess IC literacy of the Armenian students and to identify factors that influence IC literacy. 

The received data provide a sound basis for a comprehensive statistical and pedagogical analysis. It can be used to update, revise, improve or develop an educational policy on ICT integration into learning and teaching process. There is no doubt that the conclusions of the study will be useful for students, their parents, teachers, school principals and the education system at large.

Such full-scale studies with participation and cooperation of professionals from different countries strengthen relationships and encourage cooperation between educational organizations and educational systems of different countries.

In October 2013 National Training Foundation assessed IC Literacy of 9th grade students of 26 educational organizations located in Krasnoyarsk. The sample is representative, the number of the students participated in testing and the sample properties enable us to make sound conclusions on IC literacy level and factors that influence it for all Krasnoyarsk 9th grade students.

The study is complied with high research standards. The received data will be used for developing the students’ IC literacy, which is one of the key learning outcomes, and for enhancing basic secondary education quality management at large.

The results of the conducted research will be used for improvement of the secondary education system management; further development of external mechanisms, procedures, tools of the secondary education quality assessment with account of the best international practices; further improvement of personnel and facilities required for developing IC environment of educational organizations; widening access to modern ICT  and their application in teaching and learning; integration of effective methods and techniques to form students’ IC literacy in order to enhance teaching and learning process; further syllabi and curriculum enhancement that ensure pedagogical personnel professional development in the field of ICT.

In November 2013 National Training Foundation conducted assessment of IC literacy of 9th Grade students of Barnaul educational organizations. The sample of the students was representative and its properties assured the reliability of conclusions on IC literacy proficiency level and factors that influence it.

The received results are of interest to wide audiences: education authorities, education professionals, specialists in assessment, teachers and educators.

 
The director of the Center for Advanced Study in Education highlighet uses for ICL Test

On 9 July, 2014, the director of the Center for Advanced Study in Education in New York left the feedback about the ICL Test where identified its possible uses.

He emphasized four possible uses:

- informing policy through the aggregation of scores across subgroups of students, and allocating resources for supporting instruction in key ICT literacy areas;

- guiding instruction by using ICTLA scores to identify students' strengths and weaknesses and designing evidence-based instructional interventions;

- identifying students who could benefit from instruction in ICT literacy;

- evaluating the efficacy of ICT literacy instructional programs.

The school 548 expresses its gratitude to NTF professionals for testing IC literacy of a representative sample of 8th and 9th grade students in 2012-2013 and 2013-2014 academic years.

After testing the NTF specialists conducted an in-depth qualitative analysis of the results and provided recommendations for developing individual educational path for students to enhance their IC literacy. This enables our school to achieve a new quality of IC literacy of our students.

«This instrument is not about computer literacy. The students can learn how to use a mouse without teachers. Вy the way, much faster than teachers can. But have they learned how to work with information? Have they learned how to manage and integrate information? Search for it? Retrieve it? Use it for their personal, not school classes needs?
